The New York Giants re-signed wide receiver Tim Carter on Friday. The Giants also were awarded wide receiver Harry Williams, who was waived by the Green Bay Packers earlier this month. Carter has 49 receptions for 714 yards and one touchdown in a four-year career marred by injury. His best season was in 2003, when he had 26 catches for 309 yards, but he only had 10 receptions last season.
